Under the terms of the European Directive on the Energy Performance of Buildings (EPBD), from October 2008 all buildings which are newly built, sold or rented out will have to have an Energy Performance Certificate (EPC), save for limited exceptions. This consultation document, from the Department for Communities and Local Government, analyses how energy efficient they are and offers recommendations on improving energy efficiency. It also seeks views on a number of practical steps for making EPCs more accessible and an effective catalyst for behaviour change. Comments are requested by 1 September 2008.
