DiplIng Yuriy Kerbunov, DPh, EMS specialist
Yuriy Kerbunov is the Ukrainian Associate of Global to Local. Since 2001 he has also been Environmental Advisor to the Mayor of Nikolaev and since 2003 Director of the Analytical Centre of Environmentally Safe Development. During 1990-1994 Yuriy was a Member of Nikolaev City Council and the Head of the Environmental Commission. Before starting cooperation with Global to Local he implemented a range of extensive environmental research and assessment, developed and introduced into practice local environmental training courses for children in Nikolaev, published a book "The Environment of Nikolaev", organised production of peat sorbent for surface water cleaning from oil products and ran an organic food-shop in the context of a City Council Programme. As the Assistant Head of the Municipal Sustainable Development Team Yuriy took active part in development and revision of the Environmental Policy and Local Action Plan for 21st Century of Nikolaev City. Between 1997 and 2001 he led courses "Young Environmentalists Municipal School" for gifted schoolchildren and students. Yuriy was taught EMS on TACIS (1996) and UNEP (2001) programmes and on Global to Local training courses (2000).
His main area of activity with Global to Local has been the improvement of municipal environmental performance in Ukraine by introducing EMAS. In 2000 he introduced it with Global to Local into 3 departments of Nikolaev Municipality; and during 2001-2002 into a number of areas of municipal activity of Kiev, Kharkov, Donetsk, Mariupol and Nikolaev which also resulted in the application of EMAS to 7 main departments of Nikolaev Municipality. Yuriy's particular expertise is in green purchasing, Local Agenda 21 in the Ukraine, public and stakeholder involvement, training, development and the application of local sustainability indicators, environmental policy development and formalisation.
