Compass included a wide range of local authorities in Spain, Denmark, UK, and Italy.

Compass Plus involved local authorities in  Estonia, Lithuania, Poland, Slovenia, Czech Republic, Hungary and Malta.

Work on Compass commenced in 2005 and Compass plus is anticipated to be completed at the beginning of 2009.
